According to the announcement info you can read yourself right here, most impactful changes are the improved shaders, lighting and reflections plus character and weapon models, upscaled textures, updated interface with 4K scaling present, added FSR option and many more.
Moreover, wonderful news, people: those will come as a separate build, instead of replacing the originals much like other "game developers" do, so we'll be able to play both the Original and Enhanced!

The Bad Stuff
Unfortunately, the biggest drawback of those "Enhanced Editions"- thank God they didn't call them "Complete Editions", would be really ironic - in terms of "cut content" seems to be the Multiplayer part has been completely thrown out of the mix. No reason was stated anywhere in the press-release whatsoever, but one can figure out on himself: netcode issues.
Although not really popular with the majority of players, its good amount of fun with good people on board, even with evil rubber-banding present.
